The Connecticut Brownfields Redevelopment Authority (CBRA) was formed in 1999 after Public Act 01-179 was signed into law. Its mission is to create and administer programs that will bring about the remediation and economic redevelopment of the state’s many contaminated industrial sites.
The CBRA aims to promote smart growth principles and strengthen public-private partnerships by providing solutions, timely resources, and expertise. We are a collaborative, one-stop resource providing owners and developers with the financial resources and technical assistance to facilitate and accelerate the return of brownfields to productive use.
About the Program
The Connecticut Brownfields Redevelopment Authority (CBRA) helps turn many of Connecticut’s historic mills and factories into prime 21st-century workplaces. The CBRA’s Brownfields sites are ready for conversion to high-tech use with desirable open expanses, high ceilings and heavy-load-bearing floors. Most are close to major highways and rail lines and have easy access to state-of-the-art fiber optic communications infrastructure.
The CBRA serves as a single point of contact to coordinate all of the important business components of brownfield redevelopment projects. We coordinate with state and federal regulatory entities on permitting issues, provide direct case management to help clients navigate the complexities of brownfield redevelopment, assist with project support to reduce cost overruns, and serve as an active partner through the planning, design and execution phases of brownfield redevelopment projects.
We partner with municipal, state and federal economic development officials, environmental professionals, attorneys, bankers, private-sector lenders, investors and developers. In short, we partner with ANYONE with a vested interest in strengthening Connecticut’s economic base.
Finally, we can connect you with the financial resources your brownfield project needs. We offer direct and indirect financial assistance through a variety of programs, including Tax Increment Financing (TIF), a tool that uses future increases in tax revenue to finance the current improvements that will create those gains.
